Richard WeilandRichard P. Weiland, ICC CEO

A native South Dakotan, born and raised in the small town of Madison, Richard P. Weiland is the Chief Executive Officer of the International Code Council, a building safety and fire prevention association that develops the codes used to construct residential and commercial buildings, including homes and schools.

Weiland has more than 20 years experience working in the public sector and not-for-profit world as the Regional Director of the Federal Emergency Management Agency, State Director and Senior Advisor to former U.S. Senator and Democratic Leader Tom Daschle from South Dakota, and as the State Director for the AARP South Dakota.

Weiland has held key positions for disaster recovery and prevention and federal policy creation and implementation, been involved in economic development initiatives, and worked with state and local governments to build disaster resistant communities in a six-state region. As a recent candidate for the U.S. Congress, Weiland was a strong advocate for working families, education, law enforcement and seniors, earning him the endorsements of several national organizations including the Fraternal Order of Police, National Education Association, The Committee to Preserve and Protect Social Security, and numerous labor unions.

Weiland has been active in his community and state, serving on various boards and commissions including South Dakota Habitat for Humanity. He, his wife and five children live in Sioux Falls, South Dakota.

Dominic SimsDominic Sims

COO International Code Council

Dominic Sims is currently the Chief Operating Officer of the International Code Council, a membership organization dedicated to developing and maintaining a single set of comprehensive and coordinated model codes for the built environment. Mr. Sims has overall corporate responsibilities for the operation and financial performance of the association working in conjunction with the CEO.
Prior to his current position, Mr. Sims guided the consolidation of SBCCI into the ICC, as its CEO.

Prior to joining SBCCI, Mr. Sims served as Executive Director of the Palm Beach County, Florida, Planning, Zoning and Building Department which had responsibility for development, construction, licensing, and compliance activities for one of the most rapidly growing areas in the United States.

Mr. Sims is a past member of the SBCCI Board of Directors. He has held numerous positions, both elected and appointed at the federal, state and local level. Most notably his service as a Councilman\Vice Mayor in Jupiter Florida, and serves as vice chairman of the Florida Governor's Building Code Study Commission which shaped his view on how important it is to be active in public policy discussions concerning building safety.

Mr. Sims holds a bachelor's degree in organizational management from Palm Beach Atlantic University and an associate's degree from Palm Beach Community College (Dec 1998).

Rocco DavisRocco Davis

Vice President and Regional Manager,
Pacific Southwest Region

Mr. Rocco Davis, a California native, is a longtime member of LIUNA. Throughout his career, in fact, his life, Rocco has championed issues of concern to minority communities. In his current role as LIUNA VP and Pacific Southwest Regional Manager, Davis’ membership in LCLAA enables him to stay close to the issues of the day and bring considerable union influence to the needs of the Latino community. Issues such as voter registration, citizenship, ESL, immigration reform, education and health care are served well by Davis inasmuch as LIUNA’s California construction membership hovers around 60% latino. With a strong history of building and organizing coalitions between community, labor and business, Davis is one of the labor movement’s rising young stars.

His career highlights include service as a Field Representative for the Center for Contract Compliance, Regional Coordinator for the National Heavy-Highway Committee, LIUNA Tri-Fund Field Coordinator and LIUNA representative serving in the Office of the General President in June 1999. He was named Chief of Staff by General President O’Sullivan in July of 2000.

Davis was elected Vice President by the General Executive Board January 1, 2001 and re-elected by Convention delegates in September of 2001.

The Laborers' International Union of North America (LIUNA) has played a vital role in building America as we know it today. LIUNA members have helped lay down new highways, build spectacular bridges, dig tunnels and subways, build new plants, factories, dams and power plants, and erect new schools, churches, hospitals and houses.

But today, "laborer" means much more than construction worker. The union's 800,000 members in more than 650 locals work in a wide variety of fields such as state, local and federal government service, as well as health care, mail handling, custodial services, shipbuilding, food service, and hazardous waste removal (including asbestos and lead).

LIUNA represents workers in many different ways. We operate hundreds of pension, health and welfare, and training funds. We initiate programs to create new job opportunities for our members and guarantee safe working conditions at job sites.

Adolf ZubiaAdolf A. Zubia

Retired Fire Chief of the Las Cruces Fire Department. Was Fire Chief in Las Cruces from September 2001 to December 2009. The Fire Department had 128 personnel and approximately 12.5 million dollar budget. Chief Zubia started his fire service career with Las Cruces Fire Department in 1986, progressed through the ranks, and served as the City’s Fire Marshal from 1992 through 1998. He served for three years as Dona Ana County Fire Marshal from October, 1998 until appointed Fire Chief for the City of Las Cruces in September 2001. As the County Fire Marshal, he had administrative oversight of 16 volunteer fire departments and approximately 350 volunteer fire fighters. Chief Zubia received his Bachelor’s Degree in Journalism from New Mexico State University in 1983 and has completed work towards a Master’s Degree in Public Administration. In 1999 Chief Zubia successfully completed the four-year Executive Fire Officer Program at the National Fire Academy. In July, 2003, he completed a three-week Harvard’s Fellowship Annual Program for Senior Executives in State and Local Government.

He served as President of the New Mexico Fire Marshal Association for 5 years from 1997 – 2002 and also served as President of the New Mexico Fire Chief’s Association for 4 years from 2003- 2007. He has been on the International Code Council board of directors since 2003 and is currently serving as the Immediate Past-president.

Donald PrattDonald Pratt

CEO of CECS, Construction Education & Consulting Services of MI

Donald L. Pratt has been an active builder and remodeler since 1965. He is currently the President and majority shareholder of Wake-Pratt Construction Co., a business that was founded in 1946 and has earned the Master Builder and Master Remodeler designations. In addition to being a licensed builder, he is a licensed real estate associate broker, President of Pratt Properties, Inc., and CEO of Pratt Building Company. He also has spent several years as an arbitrator for the American Arbitration Association and served as a litigation consultant and expert witness/consultant on more than 300 residential and commercial construction disputes.
